WASHINGTON, D.C. – August 5, 2026 – INCOMPAS, the competitive communications and AI infrastructure association, filed comments with the Federal Communications Commission (FCC) in response to the Commission’s Notice of Proposed Rulemaking on reforming the High-Cost program for an all-IP future.
The following statement can be attributed to Staci L. Pies, Senior Vice President of Government Relations and Policy at INCOMPAS:
“The High-Cost program serves an important statutory purpose by supporting the continued availability of reasonably comparable, affordable, and reliable service in rural and high-cost areas. However before Congress or the Commission consider expanding USF contribution obligations, policymakers must first complete an evidence-based distribution review to determine where and how much support is actually needed. Competition and enforceable funding commitments should inform the level of support that should continue, while also preserving comparable, affordable, and reliable service where evidence demonstrates that it is necessary as market conditions change.
Getting distribution right is the crucial foundation for any conversation about contribution reform, and INCOMPAS looks forward to continuing to work with the Commission to achieve that goal.”
