WASHINGTON, D.C. – May 16, 2025 – INCOMPAS, the internet and competitive networks association, filed comments yesterday in response to Rep. Julie Fedorchak’s (R-ND) AI and Energy Working Group’s Request for Information (RFI) to address artificial intelligence’s (AI) growing energy demands. INCOMPAS welcomes Rep. Fedorchak and the Working Group’s commitment to crafting a legislative framework that secures American energy dominance, strengthens the energy grid, and positions our country as the global leader in AI technology.
The following statement can be attributed to Christopher L. Shipley, Executive Director of Public Policy at INCOMPAS:
“The race for AI dominance is on, and America cannot afford to be held back by outdated regulatory roadblocks. The inefficiencies of building critical infrastructure under current regulatory regimes has resulted in unnecessary and costly delays, creating uncertainty that disincentivizes capital investment. Now is the time to build out AI infrastructure, modernize our energy grid, and deploy reliable broadband networks to ensure America’s continued leadership.”
In its filing, INCOMPAS highlighted several key recommendations:
- Establish an “all-of-government” approach to fast-track permitting with transparent procedures and shot clocks for federal reviews.
- Remove redundant environmental reviews that create unnecessary project delays.
- Encourage state and local governments to increase access to public rights-of-way and accelerate permit approvals.
- Leverage AI technology to automate and optimize licensing processes.
- Continue funding public-private research partnerships like Department of Energy’s Energy Threat Analysis Center.
INCOMPAS urged Rep. Fedorchak’s AI and Energy Working Group to consider its comments as it seeks to develop a legislative framework for powering the future of AI and streamlining permitting across all levels of government.
