INCOMPAS CEO Issues Statement on the White House’s American AI Action Plan

WASHINGTON, D.C. – July 23, 2025 – INCOMPAS, the internet and competitive networks association, CEO Chip Pickering released the following statement applauding the White House’s pro-growth approach in today’s AI Action Plan, which aligns with INCOMPAS’s core principles of fostering American innovation while maintaining competitive markets.

“As we’ve consistently advocated, securing America’s AI leadership against global competitors like China, requires coordinated federal action that leverages our entire technology ecosystem. The AI Action Plan reinforces what we’ve long championed: America’s AI future depends on an ‘All of the Above’ approach that embraces both open source and proprietary models, while ensuring robust competition across the entire AI stack. We are particularly encouraged by the Administration’s commitment to reforming key areas of our policy infrastructure to enable American AI innovation. The AI Action Plan will create pathways for American companies, including startups and smaller firms that drive breakthrough technologies, to serve government needs while showcasing AI’s transformative potential across civilian and defense applications.

As we’ve emphasized in our policy recommendations, universal broadband access remains a prerequisite to universal AI access. Every AI application requires reliable, high- capacity networks with ultra-low latency. We’re pleased to see continued recognition that America’s AI dominance depends on comprehensive infrastructure modernization from coast to coast. INCOMPAS members are already deploying the fiber-optic networks and wireless infrastructure that will power tomorrow’s AI applications, and this plan’s support for streamlined permitting and infrastructure investment will accelerate these critical deployments.
