INCOMPAS Applauds Supreme Court USF Ruling, Urges Policymakers to Seek Smart and Sustainable Program Reforms

WASHINGTON, D.C. – June 27, 2025 – INCOMPAS, the internet and competitive networks association, the internet and competitive networks association, CEO Chip Pickering released the following statement today on the Supreme Court’s decision to uphold the constitutionality of the Universal Service Fund (USF):

“INCOMPAS welcomes this decision given the importance of USF in bringing telecommunications and broadband services to rural America. Our members have utilized these funds to bridge the digital divide and deliver necessary services to consumers and community anchor institutions across the country.

While we applaud the Court’s findings in this case, Congress and the Federal Communications Commission (FCC) must take immediate action to reform the provision of universal service funds and stabilize a contribution factor that continues to inch ever higher. INCOMPAS is committed to working with policymakers to identify solutions that will put the program on a smart and sustainable path forward.”
