WASHINGTON, D.C. – June 30, 2025 – INCOMPAS, the internet and competitive networks association, the internet and competitive networks association, CEO Chip Pickering released the following statement applauding Senator Ted Cruz (R-TX) for his tremendous leadership in moving forward critical AI policy:
“Establishing a coherent national framework for AI that protects competition, innovation, and fundamental rights is essential if America is to win the AI race against China. Senator Cruz’s leadership demonstrates that thoughtful policymaking can yield meaningful solutions and represents a balanced approach that addresses legitimate concerns while preventing a patchwork of conflicting state regulations from stifling American competitiveness in the AI sector.
Crucially, as explained in a client memorandum we received from Venable, the firm explains that generally applicable laws – including those to protect name, image, and likeness rights and laws that address matters like children’s online safety and child sexual abuse material remain intact.
With over 1,000 AI-related bills currently under consideration across the nation, a temporary pause on this crazy quilt of regulations is essential to prevent the kind of regulatory fragmentation that could undermine American leadership in AI development. We cannot allow a situation where California, New York, and Colorado’s most restrictive regulations become the national standard, and potentially set back American innovation for a generation. This is not California’s race against China. This is not New York’s race. This is not Colorado’s race. This is an American race that requires a national plan with national purpose.
INCOMPAS supports this measured approach that provides breathing room for Congress to develop a comprehensive national AI framework while maintaining essential protections for children, personal rights, and consumers.”
